PROJECTS FOR MUNICIPAL WATER COMPANIES

Progress and the steady increase in urban population make it necessary to research and make better use of water and energy resources. We who work at Vigorfluss, either in the search for technological solutions or in the application of our preventive and reparative projects for better water and energy use, believe that the nearly always deficient “business” of Municipal Companies should not be limited to the collection.


1) Cutting edge technology at the service of Municipal Water Companies.

Progress and the steady increase in urban population make it necessary to research and make better use of water and energy resources. We who work at Vigorfluss, either in the search for technological solutions or in the application of our preventive and reparative projects for better water and energy use, believe that the nearly always deficient “business” of Municipal Companies should not be limited to the collection, distribution and use of water, but should include the conservation of the water and energy resources over which they nearly always have exclusive rights. This is a big responsibility, since a new climate of energy cooperation and water management should be found in order to minimize the division of interests evidenced by the divergent ways of thinking and acting.

a)      On the one hand, water Managers in urban areas charge for the water supply service and therefore distrust any corrective measures that decrease their turnover.

b)      On the other hand, the preventive and corrective Complementary Industry, such as Vigorfluss, has to act in the political and social fields of Regional Governments and Municipal Councils, where the Water Managers usually work in a conservative way.

An important role is played by the different Organizations that report on the problems and sustainability of resources and of the environment. None of this is utopian or gratuitous; it is worthwhile thinking, working and benefitting in this respect. A point of consensus is to admit that the public management of water is above all a common problem and, therefore, a common, and also complementary, business because it requires a division of tasks between the water Managers at a local level and the various “auxiliary” industries, such as Vigorfluss, which offer genuine solutions for improving this public service in urban areas.

2) European water and energy policy

The European Union is developing its policy regarding water and energy sustainability, and is doing so through its Directives and Regulations, the instruments for funding the research, projects and advertising initiatives which give access to the widespread use of the systems, devices and projects that facilitate the proper use of water and energy.

These funds are available to Member States, Regional Governments and Municipal Councils.

3) Projects based on water and energy return with no prior payment

Vigorfluss offers Regional Governments, Municipal Councils and Municipal Water Companies the possibility of disseminating its technical know-how and operational capacity in order to save water and energy in the urban environment. This action should not be limited to simply promoting the range of Vigorfluss products, but to the major contribution the use of the latter can make to water users and Managers. This great accomplishment can be achieved by supplying citizens with our household KITS, free of charge, in exchange for a contract of lease or supply with each Municipal Council and its respective Municipal Water Company. This agreement, based on the annual water-energy return, would determine the proportional amount calculated over the overall volume/value of water saved after the first year in the urban area chosen.

  • In the operating plan, we promote several projects especially aimed at Regional Governments, Municipal Councils, Public and Private Enterprises, Industry and Trade.
  • In the commercial plan, we maintain a competitive price level, consistent with our high-end products.
  • In the advertising plan, we only disseminate proven information about the functional effectiveness of our projects, range of products and services.

5) Other advantages offered by Vigorfluss

  • Increased availability/reserves of water to avoid cuts in supply (and resulting loss of turnover).

6)  Implementation of the system and transition period

The single household family KITS 3+1 can be applied in the urban area chosen either by the Council itself or by the Municipal Water Company, which has the means to disseminate their use, store them, deliver them and keep control of them. We normally deliver the devices by hand in several batches for their installation and do so by means of delivery notes. The return of Vigorfluss water saving devices is immediate and progressive from the time of their installation. The first results are usually appreciated after six months, when the use of the system is consolidated and the population, Municipality and Municipal Water Company start to notice the benefits.

7) How to apply for EU funds, step by step

  • In each case, we present the Municipal Council with a project to cover its urban area, in which the details and amount of the operation are defined. See each individual project.
  • The Municipal Council sends the project to the EU, requesting funds to cover 50% of the amount of the operation. See LIFE files, “Guide for submitting applications 2011”.   • After approval of the project, we deliver the devices to the Municipal Council, which informs the population of the benefits of implementing the system. Alternatively, we can deliver the material to the Municipal Water Company for distribution.
  • After six months, the first results are analysed.
  • It is normally after one year when the Municipal Council receives the community funds. Then we charge the annual fee or the amount of the goods invoiced.
